Loving County, organized in its present form in 1931 with Mentone as county seat, is the least-populous county in the United States, home to only a few dozen permanent residents. Mentone, its sole community, was designated a Recorded Texas Historic Landmark in 1967 as the smallest county seat in Texas. The county is named for cattleman Oliver Loving.
