Designed in a Classical Revival style and constructed out of red brick with brick and white stone detailing. It is a symmetrical two-story building with a stone belt course and a small projecting stone cornice. The large decorative parapet has a sculptural profile and features brick and stone patterned panels that are echoed in the spandrels below. Primary entry doors have decorative stone surrounds. A small red brick addition has been added to the north side.

Yoakum County's second courthouse, a two-story brick building in Plains, was erected in 1926-1927 after the county's 1908 frame courthouse burned; it was designed by the Butler Company, Architects. When the present courthouse opened in 1949, the older building was repurposed, and today it houses the Yoakum County Heritage and Art Museum, standing just west of the current courthouse and displaying ranching, agricultural and oil-heritage artifacts along with the old county jail.
