The Swisher County Courthouse in Tulia was completed in 1909 from Classical Revival designs by architect Elmer George Withers, a red-brick and sandstone building originally crowned by a clock tower and a figure of Themis, goddess of justice. After a fire, the courthouse was extensively remodeled in 1962 by Rittenberry & Rittenberry, which removed the columns, turret, and dome to give the building its present modern appearance.
